You can always attach pictures to a post or reply as long as they aren't HUGE. Not too giant in dimensions and not too big in memory size. Pictures on the Internet don't need to be real big - just wastes storage and bandwidth. The option is always there. If a picture is already somewhere on the Internet you can just insert the link inside img tags... though we do need to consider copyright. I don't like the occasional threatening lawyer letter I get when someone posts content from somewhere else and that somewhere else doesn't like it...
