There are no special or different regulations from the norm on the Cheboygan and Black Rivers that I am aware of (watch the signage):
The entire Cheboygan and Black Rivers from Mullett Lake to Lake Huron are slow no wake. You must lock through in the Cheboygan River to get to Lake Huron. You can not get to Black Lake through the Black River because of dams.
