If you talk to five different officers you will get five different answers. I have called in three times so far this year no problems. Never was told I need an I-68 card. In my opinion the officers working the bridge and tunnel have no clue what the water patrols expect. Just call in and you will be fine.

Requirements are different for land versus water. I spelled it out as best and accurate as I can for the by water information available on the other I-68 post. The I-68 helps streamline returning to the U.S. if you actually landed in another country, which of course, you do if you trailer over the bridge or tunnel. In the world of the bridge/tunnel U.S. CBP agent, everyone has landed. Not so by water.
